Cause
The cause of the issue is due to extremely high display settings.
On Windows 10 with Outlook 2016 under 'Customize your display' the following was set:
Change the size of text, apps, and other items: 250%
Additionally, the Resolution was set to 3200 x 1800.

Resolution
This issue can be resolved by setting the following:
Change the size of text, apps, and other items: 100%
Resolution = 1920 x 1080
Note:
Other settings that are lower than the settings that caused the issue may work as well.

Issue/Introduction
When accessing the Archive Web Folder from Outlook the following pop up will appear:
Selecting either 'Yes' or 'No' will cause Outlook to hang.
