This is because the CloudLink tool is not looking for the removal of exchange attributes to target accounts that should be removed from the cloud
This will be addressed in a future release
A potentially work around to this could be to use an LDAP query within CloudLink search for example
(&(objectCategory=person)(objectClass=user)(homeMdb=*))
